Supreme Court Tariff Decision Marks Major Victory for AG Letitia James and Coalition

New York Attorney General Letitia James secured a significant legal victory on Friday, February 20, after the Supreme Court of the United States ruled that sweeping tariffs imposed by the administration of Donald Trump under the International Emergency Economic Powers Act (IEEPA) were unlawful. The court sided with James and a coalition of 11 state attorneys general who filed suit in April 2025, arguing that the administration exceeded its legal authority by imposing broad tariffs that disrupted businesses, supply chains and household costs across the country. “These illegal tariffs caused immense economic chaos, raising costs for families and businesses throughout our country,” James said. “The Supreme Court has agreed that this administration has no authority to impose massive new taxes on a whim. “This is a critical victory for the rule of law and our economy, and I will keep fighting to protect New Yorkers from destructive policies that make life less affordable,” she added. The legal challenge began in April 2025, when James and the coalition accused the administration of unlawfully invoking IEEPA — a statute traditionally used to address national security emergencies — to justify large-scale trade tariffs. In May, the United States Court of International Trade ruled in favor of the states, determining that the tariffs were invalid. That decision was later upheld in August by the U.S. Court of Appeals, which found that the president lacked authority to impose such tariffs by executive order under the law. Friday’s Supreme Court ruling affirmed those earlier findings, concluding that IEEPA does not grant the president unilateral power to implement sweeping tariff measures. Attorneys general from Arizona, Colorado, Connecticut, Delaware, Illinois, Maine, Minnesota, Nevada, New Mexico, Oregon and Vermont joined New York in the challenge. Responding to the decision, House Democratic Leader Hakeem Jeffries sharply criticized the former administration’s trade policies. “Donald Trump and congressional Republicans promised to lower the high cost of living on day one. The extremists have failed,” Jeffries said. “Instead, Republicans have worsened the affordability crisis, forcing the American people to pay thousands of dollars in additional costs per year because of the disastrous Trump Tariffs.” Jeffries, who represents New York’s 8th Congressional District covering parts of Brooklyn and Queens, added that the administration’s shifting tariff policies created economic uncertainty, strained relations with allies and undermined global confidence in the United States. “House Democrats will continue to push back aggressively in Congress, in the courts, and in our communities to protect the American people,” he said, urging that future tariff actions not be pursued unilaterally. The ruling represents a major legal rebuke of the administration’s trade strategy and reinforces judicial limits on executive authority in matters of international economic policy.
